I'm not trying to be my usual flippant self. This really is unfortunate and I can't imagine these people having but a few pairs of underwear.
Besides, underwear are easily mailed.
But if you send me used underwear, trust me, it will come back to bite you in the butt.

My band organized and played a "Katrina Sucks" event at SRO Sportsbar in Northwest Mall here in Houston,with all the proceeds going to American Red Cross. Had we known, we could have incited people to throw panties at us and donated those too! It's all about the synergy, people.
Also, I know that they do actually need panties, tighty whiteys and boxers over there at Reliant Center. So many people had only the clothes on their backs when they fled their homes.
